Introduction by Seacc CEO John Dedman:

Over the last twenty years governments have increased the flow of programme funds directly into communities.

Philanthropic organisations have also increased their interaction with community groups.

The smart policy makers know that the best results for a community will be achieved by people living and working in that particular community. Local people should be best placed to know what needs to be done, how it needs to be done and where action needs to take place.

The early lessons of community funding has shown that accountability is still an important issue for the expenditure of taxpayers funds. Funding agencies quite rightly protect their funds and try to ensure that they are used effectively, accountably and in line with the demands of the government of the day. There is a high level of responsibility on funding agencies to prove that they have provided funds in a transparent, responsible and strategic manner.

As a result there is a great need for community groups and the people with ideas and passion about their communities, to be able to provide the information that funding agencies need to make good defendable decisions about who gets the funds for particular activities and projects.

There is no doubt that the pursuit of funds can be frustrating. Sometimes the rules seem to change overnight, and each funding agency has its own processes and rules, and agency staff seem to change far too frequently.

Yet some organisations can nearly always get the funds for their favourite projects. And some communities seem to be able to access more project funding and achieve more things than others.

The development of informative, professional proposals for consideration by funding agencies is essential to good accountability and probity. There is a process that you can follow to make it easier to get those funds, to make it more likely that you will be successful.

These notes will hopefully provide you with the information you need to get those important funds and convert your idea into reality.
